The Philippine National Police (PNP) has passed the blame to the聽Department of Budget and Management (DBM) over the purchase of Mahindra patrol vehicles, which cost P1.89 billion.
PNP spokesperson Sr. Supt. Benigno Durana explained that it was DBM鈥檚 procurement service that bought the vehicles.
鈥淒efinitely,鈥� Durana told 黑料社 when asked if the PNP should not be faulted for the purchase of Mahindra vehicles.
鈥淚n fact, the purchase by the Mahindra was made by the procurement service of the Department of Budgement and Management,鈥� he said.
According to Durana, the PNP鈥檚 only involvement in the project was identifying required specifications for patrol vehicles.
鈥淲hat we did is actually in partnership with the NAPOLCOM (National Police Commission). We submitted the specifications of the requirements that we need as far as transportation is concerned. They approved it. That was the basis of procurement of the vehicle,鈥� Durana said.
鈥淲e have to stress that it鈥檚 not the PNP. It was not the PNP who made the purchase from bidding to acceptance. It鈥檚 not the PNP,鈥� he added.
The Commission on Audit (COA) recently flagged the purchase of India-made Mahindra Enforcer and Mahindra Scorpio 鈥渄isadvantageous鈥� to PNP due to some problems with the vehicles.
Durana, however, said the COA report was based on the findings submitted by the PNP.
He also stressed that they followed the standard procedure in requesting for the patrol cars.
鈥淕inawa namin what is regular and legal, based on the specifications,鈥� Durana said.

Durana also welcomed any investigation on the issue, but said any investigation must include DBM鈥檚 procurement service.
Senator Grace Poe is planning to hold an invetigation on the purchase of Mahindra patrol vehicles.
鈥淭hey [DBM] should be part of the [investigation]. If ever there should be an investigation, not only the PNP, the spotlight should look into [them], the spotlight should be focused on the procurement service of the DBM,鈥� Durana said.聽聽 /kga
