BI to deport American wanted for child porn, ‘notorious’ S. Korean swindler

MANILA, Philippines — The Bureau of Immigration (BI) is set to deport an American wanted by federal authorities for “receipt of child pornography” and a South Korean national allegedly involved in a multi-million dollar swindling case.

BI Commissioner Jaime Morente said that American national Joel Pasay Aquino, 56, was arrested Saturday in Clark Field, Angeles City in Pampanga while 60-year-old Kim Jae Hyoung was collared in Lapu-Lapu City, Cebu on the same day.

“Aquino is wanted for child pornography in Nevada while Mr. Kim is a notorious swindler in Korea,” the BI chief said.

“These are very serious offenses, and their stay here poses a risk to our people. They are undesirable aliens who should be deported immediately,” he added.

BI said it found out that federal authorities in Nevada have been hunting for Aquino over “receipt of child pornography.”

A court in Nevada, according to BI, has already issued a warrant of arrest against Aquino.

“US federal laws makes it a separate crime for receiving child pornography and a person found guilty of knowingly distributing or receiving any material that contains images or videos of child pornography may be sentenced to a minimum of 5 years to as high as 20 years in prison,” BI explained.

For Kim’s case, BI said he has a standing arrest warrant issued by a district court in Seoul for fraud after he allegedly swindled more than 265.4 million Korean won or $234 million US dollars from a compatriot.

Kim allegedly induced his female victim to transfer her money to his account, promising that it would earn interest.

However, Kim instead run away with the money by fleeing to Manila, BI added.

BI said it checked its travel database and found that Kim hid in the country for more than four years.

Morente said the two foreign fugitives have already been issued with deportation orders, while their passports have already been canceled by their respective countries. /kga
