Review of PhilHealth packages urged to clarify coverage of patients in tents

NOT COVERED Even in the early months of the pandemic, many hospitals had to set up tents to accommodate COVID-19 patients awaiting space in their intensive care units. A recent House inquiry revealed that one hospital had been billing 鈥淧1,000 per hour鈥欌 for the use of such tents鈥攁n expense not covered by PhilHealth. 鈥擨NQUIRER FILE PHOTO

MANILA, Philippines 鈥 The Philippine Health Insurance Corporation (PhilHealth) should urgently review its benefit packages as it should clarify its coverage for patients in tents, a lawmaker said Wednesday.

Gabriela Women鈥檚 Partylist Rep. Arlene Brosas said reports of patients being charged P1,000 per hour of waiting in tents is 鈥渁 manifestation of the Duterte era鈥檚 dystopian nightmare.鈥

鈥淟etting patients suffer in tents is one thing, but charging them P1,000 [per hour] and saying that this is not part of the PhilHealth coverage is just plain evil,鈥 Brosas said in a statement.

鈥淚f only President (Rodrigo) Duterte prioritized building COVID-19 hospitals instead of non-essential infrastructure projects in the national budget, patients wouldn鈥檛 have to suffer and die in tents,鈥 she added.

PhilHealth president and chief executive officer (CEO) Dante Gierran clarified that patients who are staying in tents that are part of in-patient care 鈥渟hould be covered by the current in-patient COVID-19 packages.鈥

It is services in non-accredited Community Isolation Unit tents that are 鈥渘ot compensable under existing rules,鈥 said Gierran.

However, Brosas said this is not indicated in the guidelines.

鈥淧hilHealth must stop frantically fanning the flames of public outrage with mere empty words,鈥 Brosas said.

鈥淭he Filipino people deserve more than that. They should release a new set of guidelines for the implementation of COVID-19 benefits and include patients who were forced to stay in non-accredited Community Isolation Unit tents,鈥 she added.

President Rodrigo Duterte has ordered PhilHealth to also cover fees incurred by COVID-19 patients waiting in tents and other facilities set up on hospital grounds as they await admission.
