MANILA, Philippines 鈥 President Rodrigo Duterte on Monday criticized the exploitation of the country鈥檚 party-list system, saying the rich use it to lobby for their interests in Congress.
He said the party-list system should have been a 鈥渕echanism鈥 to give the underrepresented sectors of society a voice in Congress, but that it has been abused by the wealthy.
鈥淟ahat ng mga mayaman, mga milyunaryo, may party-list. Agawan sila party-list, 鈥榶ung ibang walang party-list, binibili nila,鈥 Duterte revealed in a speech during his visit at the Mataasnakahoy evacuation center in Batangas.
(All of the rich, the millionaires, have party lists. They are fighting over it. Those who don鈥檛 have any buy some.)
鈥淲hat was conceived to be a mechanism to give the lowly Filipino a voice to be heard鈥 wala eh, except the communists,鈥 Duterte added.

He then called for an amendment to the 1987 Constitution, which created the party-list system, urging future lawmakers to either form a Constitutional Assembly (ConAss) or a Constitutional Convention (ConCon) to fix the matter.
鈥淧agdating ng panahon, palitan ninyo ang Constitution. Ang problema, kung may kontra, hindi lulusot sa Congress. It becomes unpopular. Pero sa totoo lang kailangan natin baguhin. Nasa sa inyo 鈥榶an. Nag-uusap tayo Pilipino. Wala akong kinakampihan,鈥 Duterte said.
(When the time comes, amend the Constitution. The problem is if there will be someone against it, it won鈥檛 pass Congress. It becomes unpopular. But to tell you the truth, we need to change it. It鈥檚 up to you. We鈥檙e just talking as Filipinos. I am not siding with anybody.)

鈥淚f perchance there would be an opportunity for this country to have a ConAss or ConCon, itong Constitution na ito, madali maging bilyonaryo in public office kung ginusto niya,鈥 he added.
(It is easy to become a billionaire in public office if he wanted.)
Earlier, the President slammed some party-list groups which he claimed are linked to the communist movement.
