Weather updates from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) on Friday afternoon showed cloud bands moving in from the western seaboards of Luzon to the northern parts like Ilocos Region, Cagayan Valley, and some parts of Central Luzon.
