Cagayan de Oro mayor orders removal of ‘epal’ marks on gov’t properties

ILIGAN CITY–Cagayan de Oro City Mayor Rolando Uy has ordered all departments of the local government to remove from all properties under them any mark pertaining to politicians and political parties.

In a memorandum order dated October 10, 2022, Uy directed all department managers “to cause the removal of all names, images, photos, stickers, or any identifiable markings of any politician, public officer, or political party, whether incumbent or not, (from) all government properties” including vehicles, buildings, and overpasses.

In issuing the order, Uy said he is an advocate of the so-called “anti-epal” policy, and is a supporter of then Sen. Manny Pacquiao’s proposed “anti-epal” law.

But the 2021 and 2022 national budgets contain an “anti-epal” provision, introduced by Sen. Grace Poe, that prohibits the “attachment of the name, image, and likeness of public officials on government projects” funded under the appropriations law for such years.
