LTO summons driver involved in hit-and-run case of elderly in Manila

The Land Transportation Office (LTO) on Monday issued a show cause order against the owner of the vehicle that hit a female senior citizen in Dapitan, Manila.

MANILA, Philippines — The Land Transportation Office (LTO) on Monday issued a show cause order against the vehicle’s owner that hit a female senior citizen in Dapitan, Manila.

The LTO, in a statement, said that the order directed both the owner and the driver during the incident to appear to its Intelligence and Investigation Division (IID) office on Thursday, December 15, also directing the owner to surrender the vehicle to the LTO North Motor Vehicle Inspection Center (NMVIC) for inspection.

The vehicle has also been under alarm to prevent the owner from entering into any and all transactions while the case is under investigation.

According to the LTO, the order also directed the driver to submit a written explanation on why they should not be administratively charged for Reckless Driving. Failure to comply would result in revocation or suspension of their license.

If a written explanation is not submitted, both the driver and vehicle owner effectively waive their right to be heard and the case will be decided based on the evidence at hand.

This developed after the vehicle, a Nissan Almera, reportedly hit a senior citizen and immediately left the scene.

The unnamed victim suffered physical injuries.

“These kinds of accidents that involve our citizens keep repeating itself and unfortunately create further anxiety and worries among pedestrians as to the safety of our roads. The actions of the driver at the scene of the incident clearly involves lack of discipline and disregard for human life,” said LTO chief Jose Arturo Tugade in a statement.

“We hope the vehicle owner and the driver show up and comply, otherwise, we will impose the strictest penalties under the law, so they won’t be allowed to own and operate a motor vehicle again,” he added.
