CHR expresses concern on delay of Sogie bill’s deliberation in Congress

MANILA, Philippines — The Commission on Human Rights (CHR) has raised its concern over the delay in the deliberation of bills that prohibit all forms of discrimination based on sexual orientation, gender identity, expression, and sex characteristics (Sogie) in Congress.

“As Gender Ombud, and as a National Human Rights Institution, we call on our lawmakers to ensure the continued deliberation of the Sogie Equality Bills in both houses of Congress,” CHR said in a statement issued on Saturday.

“While the Commission respects the internal rules of Congress and supports the call to ensure that all stakeholders are heard on this important measure, the same cannot be used to derail and stop considerations of the measure altogether,” it added.

Reports revealed that objections from certain religious groups had hindered the deliberations on Sogie bills.

On February 28, Senate Majority Leader Joel Villanueva disclosed that he received letters from religious groups saying they needed to be consulted on the Sogie bill.

However, CHR stressed the urgency to pass this law, which complies with the country’s international human rights obligations.

“Like many of the equality champions and advocates, it is our appeal that the 19th Congress will be the Congress that we pass the SOGIE Equality Law. We are hopeful that these current setbacks do not derail further consideration of this urgent measure,” the Commission said.
