LTO summons former employee to explain viral Bulacan road rage video

The Land Transportation Office (LTO) has summoned its former employee following a video about him that went viral for allegedly bullying a delivery rider during a road altercation in San Jose del Monte, Bulacan.

MANILA, Philippines — The Land Transportation Office (LTO) has summoned its former employee following a video about him that went viral for allegedly bullying a delivery rider during a road altercation in San Jose del Monte, Bulacan.

According to LTO Chief Assistant Secretary Vigor Mendoza II, Gregorio Glean will receive the agency’s summon and will be ordered to appear in its Central Office this week as part of the ongoing investigation.

“I expect him to honor the summon. Failure to do so means that he is waiving his right for all the measures that we would take against him not only as a driver’s license holder but also as a former LTO personnel who is supposed to be a model of courtesy and discipline on the road,” said Mendoza in a statement on Sunday evening.

Based on the initial investigation conducted by the LTO Region 3, Mendoza said their records showed that Glean was a former job order personnel at the Driver’s Licensing and Renewal Office of San Jose del Monte.

Based on the video, which went viral last October 6, the LTO chief said Glean was reportedly seen armed when he grabbed the victim’s phone and threw it on the ground. Their confrontation ended with Glean driving away from the scene, riding his vehicle.

After this, the rider sought the assistance of the police officers near the area.

Following the road rage incident, a show cause order was issued by the LTO Region 3 against Glean, who attended the case hearing. The agency already forwarded the hearing’s findings to its Central Office Intelligence and Investigation Division.

However, Mendoza said that Glean must still appear to the Central Office to explain his side, adding that the agency also invited the delivery driver as a witness to the case.
