eReport, iReport peace and order, anti-crime app launched, pilot tested in San Juan City

MANILA, Philippines – San Juan City Mayor Francis Zamora, Department of Information and communications Technology (DICT) Undersecretary for e-Government David Almirol, Department of the Interior and Local Government (DILG)  Director for Information Systems and Technology Management Service Loida Linson, and Acting Director for ICT Management of Philippine National Police Gen. Neil B Alinsañgan, led the launch and pilot test of eReport and iReport on Wednesday, at the San Juan City Hall Atrium.

The iReport and eReport are joint projects of the DICT and PNP under the eGOvPH superapp, a single operating platform of the government that enables users to avail of frontline services using their mobile device.

“Isang karangalan na napili ang San Juan sa makabuluhang proyektong ito. This is a very historic day in San Juan dahil tayo ang nanguna sa buong Pilipinas sa paglunsad ng eReport at iReport. Nagpapasalamat po ako na San Juan ang napili sa programang ito at alam kong makakatulong ito sa amin dahil mabilis na makakaresponde ang kapulisan,” said Mayor Zamora.

“We will implement this properly so this can be implemented nationwide. Bilang MMC Chair, ibabahagi ko ito sa mga kapwa mayor at mga gobernador. This is digitalization at its best and in support of the President’s call for digitalization and digitization,” he added.

Zamora also urged San Juaneños to download the app.

“Hinihikayat ko po ang lahat na i-download na ang egov app. Once our constituents are egov users, you can now report the crimes digitally.”

“Innovation is not just transformative. It’s a lifesaving system. When we were able to talk to PNP, binuo nila agad ang PNP iReport system. In behalf of DICT, nagsisimula pa lang po tayo. I would like to thank our mayor, the first to implement this technology. Thank you, Mayor. The City of San Juan is not only a very effective, but a proactive LGU. Nandito na po ang “Bagong Pilipinas,” pero kayo po, matagal na kayong “Makabagong San Juan”. After San Juan, implement natin sa Metro Manila, Cebu, and then nationwide,” said Undersecretary Almirol.

The eReport is a customer feedback component where users can submit complaints, reports, concerns, issues about the government as well as report crimes as they happen in their community with just a few clicks in their phones.

These reports will be received via the Law Enforcement Management System or the iReport of PNP.

The iReport will then forward the report to the nearest patrol officer on duty so they can respond  in just a few minutes and resolve the incident or hand it over to an investigator.

The iReport also tracks and monitors the mobile devices of the patrol officers. This will also record reports for the provision of statistical data to be used for planning and implementation.

During the simulation conducted by the PNP, the fastest response time recorded was at 1 minute and 37 seconds.

“Operational na po ngayon ang apps sa San Juan. Guaranteed ang confidentiality ng magrereport, hindi po kayo mako-compromise. Pinag-aralan po namin ito,” said Gen. Jerry Protacio, eReport and iReport project manager.

Gen. Neil B Alinsañgan added that the security measures are already in place against prank reports.

“These platforms are not just about collecting feedback, it’s about fostering a stronger connection between the law enforcement and the community we serve. Public safety is a shared responsibility and your active participation is integral to our success,” he said.

The project was approved by the PNP chief through the signing of the MOU/NDA between PNP and DICT and was soft launched at Malacañan last July 17, 2023.
