Public servants warned: No alcohol, gift requests during holidays

MANILA, Philippines — “Namamasko po.” Oh, but that might not be permissible for state employees.

The Civil Service Commission (CSC) on Wednesday reminded government employees to refrain from consuming alcoholic beverages at their workplaces and soliciting gifts during the holiday season.

CSC Chairperson Karlo Nograles emphasized that while the season is a time for celebration, civil servants must maintain their responsibilities.

“We know that this is a time of celebration and gratitude for a blessed year of life and work that has passed, but let us also not forget our responsibilities as government employees,” Nograles said in a press release.

“Let us maintain a professional and conducive working environment even during year-end and holiday celebrations,” he added.

The CSC noted that under Resolution No. 1100039, government officials and employees are prohibited from consuming alcoholic beverages in their workplace during working hours. Violations of this provision or reporting for work under the influence of alcohol are considered administrative offenses.

Violators will be subject to disciplinary action and may face penalties, including a suspension of at least one month for the first offense and dismissal from service for the second offense, the CSC said.

However, the CSC noted exceptions to this rule, such as the consumption of alcoholic beverages during programs and rituals, provided it does not lead to intoxication.

Moreover, Nograles cited Republic Act No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees, prohibiting monetary contributions from companies or stakeholders for celebrations.

The CSC further added that under the 2017 Rules on Administrative Cases in the Civil Service, receiving valuable items from anyone seeking favor and any act prohibited by anti-graft laws is a grave offense punishable by dismissal from service.

The CSC also reminded that public services should not be disrupted during celebrations and get-togethers. Offices may hold activities outside office hours, ensuring enough staff is available to attend to clients and urgent matters during official business hours.

“May we always be reminded of our duties as public servants, even during the holidays. The most fitting way to conclude this eventful year is by maintaining the same standard of excellence in our service that we have consistently provided throughout the entire year,” Nograles said.

The civil servant workforce nationwide totals almost two million.
