Fines await those without RFID, with insufficient load by Aug. 31
MANILA, Philippines — Motorists who pass through expressways without a valid radio frequency identification (RFID) device or with an insufficient load balance will soon face monetary fines.
It will take effect on August 31, pursuant to Joint Memorandum Circular No. 2024-001 signed by the Department of Transportation, Land Transportation Office, and Toll Regulatory Board last August 1.

Fines for entering toll roads without a valid RFID or electronic toll collection device:

- Second offense – P2,000
- Subsequent offenses – P5,000 per offense
Meanwhile, the following fines shall be imposed for those that will exit the expressway with insufficient balance:
- First offense – P500
- Second offense – P1,000
- Subsequent offenses – P2,500 per offense
Additionally, using fake, tampered, or counterfeit RFID devices and e-cards will incur the following penalties:
- First offense – P1,000
- Second offense – P2,000
- Subsequent offenses – P5,000 per offense
