BuCor transfers 150 PDLs from Bilibid to Leyte Regional Prison

MANILA, Philippines — Over a hundred inmates or persons deprived of liberty (PDLs) were transferred from the New Bilibid Prison (NBP) to Leyte Regional Prison on Sunday evening.

The transfer of 150 PDLs was the first batch of inmates moved this year.

BuCor’s decision to transfer inmates to other penal facilities is part of its effort to decongest Bilibid, which faces an overcrowding rate of over 200 percent.

“This brings to 9,427 the total number of PDLs from NBP transferred to various Operating Prison and Penal Farm (OPPFs),” the BuCor said in a statement Tuesday.

BuCor said the transfer process began with the careful identification of individuals listed in the transfer order, which was signed by Director General Gregorio Pio Catapang Jr., ensuring that all necessary protocols were followed.

Preparations included haircuts and the issuance of standardized uniforms consisting of T-shirts and shorts, emphasizing the organized nature of the process.

The transferees arrived in Leyte on the evening of January 19.

For this year, Catapang said the bureau’s budget is P9.2 billion, with P288 million allocated for the actual transfer of PDLs from Bilibid to other BuCor-operated penal facilities.
