Senate ratifies bicam report on ‘Doble Plaka Law’

MANILA, Philippines — The Senate ratified on Monday the bicameral conference committee report on the amendments to the Motorcycle Crime Prevention Act otherwise known as the Doble Plaka Law.

At the Senate’s regular session, Sen. JV Ejercito, principal author and sponsor of the amendments, enumerated the changes proposed and agreed upon by the conferees of the bicam panel.

“Under the reconciled version of the bill, penalties and fines have been lowered to more reasonable levels, making the law more equitable and just while maintaining its core purpose of enhancing public safety,” said Ejercito.

The senator previously disclosed that the conferees have also agreed to no longer propose that double plates be used by motorcycles. He likewise explained that the panel has agreed to delete the provision requiring motorcycles to have RFID stickers in front, as well as other related provisions with references to an RFID requirement.

“We believe that there is nothing wrong in amending an existing law if in the beginning it may have intended to do good but in the process of achieving such goals became discriminatory,” said Ejercito.

He then expressed confidence that President Ferdinand Marcos Jr. shares the same commitment to fairness and non-discrimination, hoping for the swift signing of the bill into law.
