MANILA, Philippines — The Palace has named Vivencio “Vince” Bringas Dizon as the new secretary of the Department of Transportation (DOTr), effective February 21.
Executive Secretary Lucas Bersamin confirmed this in a Viber message to reporters on Thursday.
“He is already authorized by the Office of the President to start the transition at the DOTr in coordination with the team of Secretary Jaime Bautista, who has resigned due to health reasons,” Bersamin also said.
Dizon has been in government service for the last 26 years.
He served as president of the Bases Conversion and Development Authority, chief of staff of the late Senate President Edgardo J. Angara, and presidential adviser and deputy chief implementer against COVID 19.

In an ambush interview in Pasay City, Bersamin said that President Ferdinand “Bongbong” R. Marcos Jr. and Bautista previously discussed the latter’s health concerns.
“Secretary Jimmy Bautista signified that he might need to rest because of health issues, and the President was always solicitous of the health of his Cabinet members,” Bersamin said.
“So, when the President and Secretary Bautista talked about it, it became clear to the President that Secretary Bautista may really need to take a rest from official duties,” he added.
Asked whether Marcos’ alleged dissatisfaction with Bautista’s performance was the reason for the change in leadership in the agency, Bersamin said, “No, no. The President and Secretary Bautista talked at length about the situation of Secretary Bautista.”
“There is no other consideration there except to allow Secretary Bautista to have more health,” he added.
