LTFRB reminds ride-hailing companies to enforce fare discounts
MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday reminded all ride-hailing companies to provide the mandatory 20 percent discount to students, senior citizens and persons with disabilities (PWDs).
“Ang 20 percent diskwento sa pamasahe ay isang pribilehiyong itinatakda ng batas para sa mga senior citizen, estudyante, at PWDs sa ilalim ng Republic Act (RA) No. 9994, RA 11314, at RA 9442,” said LTFRB chair Teofilo Guadiz III in a statement.
(The 20 percent discount on fares is a privilege granted by law for senior citizens, students, and PWDs under RA No. 9994, RA 11314, and RA 9442.)
“Inaasahan naming lubos itong susundin ng mga TNC (Transport Network Companies) at TNVS (Transport Network Vehicle Services) operator,” he added.
(We fully expect that TNC and TNVS services operators will adhere to this.)
Guadiz also reminded TNCs and Transport Network Vehicle Services (TNVS) that discounts will be strictly shared by operators and drivers.

“The TNVS operator and the TNC will equally share (50-50) the mandated fare discounts,” the LTFRB’s Memorandum Circular No. 2025-10 dated March 19 read.
“The fare discounts mandated by law and other regulations shall not be passed on by the TNC and the TNVS operator to the TNVS-Driver unless the TNVS operator is also the Driver of the vehicle,” it added.
Guadiz said the memorandum was issued after LTFRB found out that TNCs apply different formulas in arriving at the fare discount sharing.
