/ 05:32 AM June 19, 2015

When we issued a cease-and-desist order against Torre de Manila in January, the structure was only 30-percent complete, according to their (DMCI’s) website. They attended our hearings but they did not stop construction.—Trixie Angeles, legal counsel of the National Commission for Culture and the Arts
