TODAY, Sept. 21, is the 115th death anniversary of Dr. Joaquin Gonzalez, the rector of the first Philippine state university.   When Gen. Emilio Aguinaldo established the Universidad Cientifico-Literaria de Filipinas by virtue of a presidential decree issued in 1898, Gonzalez was named its rector. The institution was located in Navotas and Tambobong before it was transferred to Malolos.   The Universidad Cientifico-Literaria de Filipinas was succeeded by the University of the Philippines in 1908. Gonzalez died in 1900. On Sept. 21, 1982, the National Historical Institute installed a historical marker in his hometown in Bulacan to honor him. Marielle Medina, Inquirer Research
