Vice President Jejomar Binay has expressed hopes that an ordinary citizen will seek to disqualify Mayor Rodrigo Duterte from the elections over the latter鈥檚 claims of killing scores of alleged criminals in Davao City.
In his speech before the elderly during the Senior Citizens Summit at the Barangay Bel-Air Village function hall on Wednesday night, Binay reiterated his attacks against Duterte, calling him a 鈥渂erdugo鈥� (butcher) and a murderer of children accused of criminality in Davao City.
Binay lamented that a candidate in the country could not be disqualified because of a psychological disorder, referring to a report submitted as evidence in the annulment proceedings between Duterte and former wife Elizabeth Zimmerman.
According to the report first published by ABS-CBN, Duterte has been diagnosed with 鈥渁ntisocial narcissistic personality disorder,鈥� which is characterized by 鈥済ross indifference, insensitivity and self-centeredness, grandiose sense of self-entitlement and manipulative behaviors,鈥� and 鈥減ervasive tendency to demean, humiliate others and violate their rights and feelings.鈥�
Among the traits of the disorder, according to the ABS-CBN report, is a 鈥済ross indifference to others鈥� needs and feelings, heightened by lack of capacity for remorse and guilt.鈥�
Duterte has been criticized for his apparent lack of remorse amid his alleged support for summary killings in Davao City and his controversial remarks on a rape victim.
Duterte received flak on social media and was heavily criticized by the Church, women鈥檚 groups and other presidential contenders after making a joke聽about the rape-slay of Australian missionary Jacqueline Hamill at a Davao City prison riot in 1989.

鈥淣agalit ako kasi ni-rape? Oo, isa rin 鈥榶un . Pero napakaganda; dapat ang mayor muna ang mauna. Sayang (I was angry she was raped, yes that was one thing. But she was so beautiful, I think the mayor should have been first),鈥� Duterte said.
Calling the mayor a pervert, Binay said the psychological report diagnosing Duterte as 鈥渁bnormal鈥� with a 鈥渟elf-centered鈥� personality disorder explained why he could make a joke about rape.

Binay said it was too late to disqualify Duterte from the race, and lamented that candidates in the Philippines were not required to submit a medical certificate to prove that he or she was physically and psychologically fit to run for president.

鈥淲ala na ako sa practice ng 鈥�86, pero ako tinatanong ng media, 鈥樷�橸on ba ho ay pwedeng maging disqualification, 鈥榶ong kaniyang sakit?鈥� Sabi ko, duda ako kasi hindi talaga kami nire-require na mag-submit ng medical certificate para maipakita mo na you鈥檙e in pink of health,鈥� Binay said.
鈥淪o, that鈥檚 I suppose, hindi naman siguro ground for disqualification. Kahit na sira ang ulo mo, OK lang,鈥� he added.
But the Vice President said he hoped Duterte would be disqualified for the latter鈥檚 claims that he had killed criminals during his term as Davao City mayor.
Binay said Duterte鈥檚 admission of killings may be considered unlawful.
While conceding that Duterte may no longer be disqualified by the Commission on Elections, Binay expressed hope that an ordinary citizen would sue the mayor for murder, citing his statements supporting extrajudicial killings as newfound evidence.
Binay said he would rather not initiate the filing of charges because his intentions as a presidential candidate may be questioned.
鈥淎ng problema lamang dito ay tapos na 鈥榶ong panahon ng pagpa-file ng disqualification. Pero, meron naman sa batas 鈥榶ong newly discovered evidence. Ngayon lang nito pinagsisigawan ang gagawin. Ako, ayoko hong maghabla kasi kandidato ho ako baka sabihing, 鈥楴aku, pinadidisqualify mo lamang dahil sa kandidato ka rin,'鈥� Binay said.
鈥淪ana merong isang mamamayan na maghabla. Bakit hindi ho i-disqualify ang nagpapa-advocate, ang pinagsisigawan ay labag sa batas?鈥� he added.
The Vice President launched his fiercest attacks against聽Duterte聽after the latter led the latest Social Weather Stations and Pulse Asia surveys.
Binay聽once praised聽Duterte聽as a good candidate for president for having years of experience as a local government chief executive.
Binay鈥檚 admiration for聽the mayor, however, soon turned into vilification as he minced no words in urging the public not to vote for聽Duterte, who he said was a 鈥渕urderer鈥� and a 鈥渂utcher鈥� for his alleged links to the Davao Death Squad.

While hailed for his anticrime crusade,聽Duterte聽had been linked to the Davao Death Squad, an alleged gang of assassins purportedly responsible for the deaths of 1,000 suspected criminals in the city since he became mayor in 1988.
鈥淭hey say I am the death squad? True, that is true,鈥澛燚uterte聽once said in a television interview admitting his ties to the alleged group.
