Vice President Jejomar Binay urged his nemesis Davao City Mayor Rodrigo Duterte to have a psychological and physical听exam in Makati which boasts of free and quality medical services.
In a statement on Friday, Binay made the suggestion as an expression of goodwill even to his political enemies.
Binay said Duterte should have a medical test because it seems the stress of the campaign is taking its toll on his physical and psychological being.
鈥淗inihikayat ko si Mister Duterte na magpatingin na agad sa psychiatrist. Mukhang sobra na siyang naaapektuhan ng stress sa kampanya,鈥� Binay said.
(I am asking Mister Duterte to see a psychiatrist immediately. It seems like he is deeply affected by stress in the campaign.)
鈥淚 also urge him to undergo as well a full physical examination. Siya mismo ang nagsabi na siya ay may malubhang sakit, at ayaw natin na may masamang mangyari sa kanya (He admitted that he has a severe ailment and I don鈥檛 want anything bad to happen to him)鈥� I invite Mister Duterte to avail of these healthcare services for free in Makati,鈥� he added.
Binay said Duterte鈥檚 supposed psychological disorder may have compelled him to react negatively to听criticisms the tough-talking mayor听has received since he made a joke about the rape slay of Australian lay missionary Jacqueline Hamill.
Binay said he hoped Duterte鈥檚 mental and physical condition has not worsened 鈥渂ecause of the stress of dealing with reality.鈥�
鈥淣o God-fearing person wishes harm on another person, even his political enemies,鈥� Binay said.
The vice president slammed Duterte for claiming he has freedom of expression to make a joke about rape, saying that 鈥渇reedom comes with responsibility and accountability.鈥�
鈥淢ay kalayaan daw siyang insultuhin ang kababaihan at pagtawanan ang panggagahasa. Anong klaseng salita 鈥榶an (He says he has freedom to insult women and laugh about rape. What is that kind of talk)?鈥� Binay said.
鈥淢ister Duterte should know that freedom comes with responsibility and accountability. It is not freedom from responsibility and accountability, especially when you not only demean women but violate their rights,鈥� he added.
Binay earlier described Duterte as 鈥渁bnormal鈥� for supposedly having a psychological disorder.

Binay said that Duterte is sick for being openly supportive of the summary killings in Davao City under the notorious vigilante group called Davao Death Squad.
Duterte drew flak on social media and was heavily criticized by the church, women鈥檚 groups and the other presidential contenders after joking that he, as mayor, should have been first to rape Hamill, who was killed in a Davao city prison riot in 1989.

Duterte is diagnosed with 鈥淎ntisocial Narcissistic Personality Disorder,鈥� characterized by 鈥済ross indifference, insensitivity and self-centeredness,鈥� 鈥済randiose sense of self-entitlement and manipulative behaviors鈥� and 鈥減ervasive tendency to demean, humiliate others and violate their rights and feelings,鈥� according to the psychological report submitted as evidence in the annulment proceedings with his former wife Elizabeth Zimmerman.
Duterte, according to the psychological report first published by ABS-CBN, is thus incapable of remorse or guilt, which could explain why the feisty mayor could easily support summary killings of criminals in Davao City, and even make a joke about rape.
While Binay had dared Duterte to undergo a medical checkup for having four ailments, Duterte returned the challenge and twitted that the doctor听might diagnose Binay as a thief.
Binay had been the subject of a Senate blue ribbon committee hearing over allegations he received millions of kickbacks from overpriced deals in Makati.

Retaliating against his critics, Duterte had called Catholic bishops 鈥渄umb鈥� for not understanding that his rape remark is part of his 鈥済utter language,鈥� and he told the women鈥檚 groups which filed a human rights complaint against him to 鈥済o to hell.鈥�
Duterte had also told the Australian embassy to 鈥渟tay out鈥� of the issue, after it issued a statement condemning his remark as unacceptable.

While Duterte鈥檚 camp has issued an apology for the rape remark, the mayor denied that he approved the apology and clarified that he would not say sorry for his statement which he said was an outburst made in the heat of anger.
He said though that he is sorry 鈥渋n general鈥� to the Filipino people but not to any particular person.

Binay had questioned the sincerity of Duterte鈥檚 apology and vilified him for his camp鈥檚 flip-flopping statements.
The vice president launched his fiercest attacks against听Duterte听after the latter led the latest Social Weather Stations and Pulse Asia surveys while听Binay听only trailed behind.
Binay听once praised听Duterte听as a good candidate for president having years of experience as local government chief executive in Davao City.
However,听Binay鈥檚 admiration for听Duterte听turned into vilification. He minced no words in urging voters not to vote for听Duterte, who he said is a 鈥渕urderer鈥� and a 鈥渂utcher鈥� for his alleged links to the Davao Death Squad which killed minors suspected of being criminals.

While he was hailed for his anti-crime crusade,听Duterte听had been linked to the Davao Death Squad, an alleged gang of assassins purportedly responsible for the deaths of 1,000 suspected criminals in the city since he became mayor in 1988.
