NBI exec claims he gave P10M ‘drug quota’ to De Lima

National Bureau of Investigation (NBI) Deputy Director General Rafael Ragos on Tuesday corroborated his driver’s testimony that they delivered P10 million “quota” for Senator Leila De Lima from drug lord Peter Co.

During the House of Representatives justice committee inquiry over the proliferation of drugs at the national penitentiary, Ragos corroborated the testimony of his driver and escort intelligence officer Jun Ablen that they delivered P10 million on two occasions to De Lima’s house on November and December 2012.

Ragos said he saw a bag containing wads of cash at the Bureau of Corrections director’s quarters. Ragos was then the officer-in-charge.

He said he also received a phone call ordering him to deliver the money to De Lima’s driver Ronnie Dayan.

The phone caller said the money came from Peter Co.

Ragos said he then ordered his driver Ablen to drive him up to De Lima’s residence at South Bay Village in Paranaque.

“We went to South Bay Village, Paranaque. While on the way, sinasabi ko you have the money, ibibigay pa natin yang quota na dapat may Senator De Lima,” Ragos said.

“Mr. Ronnie Dayan was there. He came to me and I handed him the black bag. And he said thank you. And then we proceeded to the main door of the house where the secretary (De Lima) is standing… Ronnie handed the black bag and she (De Lima) accepted it,” Ragos added.

Ragos said a month later, another package—money wrapped in paper—was again left in his office. He again received a phone caller who told him to deliver the money to Dayan.

“On the outside, pag titingnan mo, pera talaga siya (if you look at it, it’s money]. I knew this was money because there was this caller ‘Ako po ito, pakidala po kay Ronnie Dayan. Sinabi niya po galing uli kay Peter Co (This is me, please send to Ronnie Dayan. He said [the money] came from Peter Co),” Ragos said.

Asked why Ragos followed the phone caller’s order and delivered the money, Ragos said: “To my mind, I really want to deliver. Ayaw ko siya hawakan. The moment maaksidente yung pera, kalaban mo diyan sindikato. (I don’t want to touch it. The moment the money [fell into the wrong hands], it’s the syndicate who’ll be after you.)”

Asked why he concluded Dayan received the money for De Lima, Ragos said De Lima and Dayan are one and the same because they are boyfriend and girlfriend.

“It’s just the same. Whether you give to Secretary De Lima or to Dayan, you know they’re one, they’re close associates. For obvious reasons, you can see that they have a relationship. Public knowledge naman po. Parang girlfriend and boyfriend,” Ragos said./rga
