DILG pressed to execute Puerto mayor’s dismissal

The complainant who initiated the serious dishonesty and grave misconduct case against Puerto Princesa City Mayor Lucilo Bayron has asked the Department of the Interior and Local Government to implement his dismissal.

The DILG has yet to enforce the Ombudsman’s order it received on Jan. 23, the camp of Aldren Madreo said in a Feb. 6 letter to Interior Secretary
Ismael Sueno.

“Based on the information that we have gathered, the memorandum from the implementation of the said order has been pending with the office of the Regional Director of Mimaropa,” read the letter signed by lawyer Jeremiah Belgica.

Madreo’s camp said the Ombudsman’s Nov. 18 decision, officially announced only on Jan. 27, should be immediately executed.

The enforcement of the dismissal “may not be stated by the filing of an appeal or the issuance of an injunctive writ,” the letter said.

The Ombudsman had ordered the dismissal and perpetual disqualification of Bayron and his son Karl from public office, finding them administratively liable for serious dishonesty and grave misconduct.

The case arose from the Bayrons’ alleged concealment of their relationship when Karl was hired as project manager of the city’s environmental watchdog, Bantay Puerto.

The July 1, 2013, contract of service with the younger Bayron specifically stated that he is “not related within the fourth degree of consanguinity/affinity with the Hiring
Authority.”

Grave misconduct also arose from the alleged violation of Civil Service Commission Memorandum Circulars No. 26 and 26-A, series of 1997, which prohibit non-career officials like Karl from exercising supervision over regular and career personnel.
