BACOLOD CITY鈥擳he acting provincial police director of Negros Occidental and five other police officers have been relieved from their posts after a suspected illegal drug pusher linked them to the drug trade.
An order signed by Chief Supt. Renato Gumban, Negros Island Region police director, relieved Senior Supt. William Se帽oron as acting provincial police director and directed him to report to the Regional Personnel and Accounting Unit.
Senior Supt. Rolando Miranda was appointed officer in charge of the Negros Occidental police after Se帽oron鈥檚 relief.
Supplemental affidavit
Gumban鈥檚 order came after the Regional Internal Affairs Service filed a complaint against the six police officers based on the sworn statement of Ricky Serenio.
Serenio earlier executed a 19-page supplemental affidavit that linked eight policemen and two agents of the National Bureau of Investigation to the illegal drug trade in the province.
Aside from Se帽oron, also ordered relieved were Supt. Edel Jose Manzano, Cadiz City police chief; Supt. Placido Gentoleo, Bacolod City police chief; Supt. Antonietto Ca帽ete of the Police Regional Office (PRO) Negros Island Region; Chief Insp. Edison Garcia of the Regional Intelligence Division; and PO1 Eric Alcosaba of the Bacolod police Station 7.
鈥楴ot hiding anything鈥�
Serenio executed a supplemental affidavit on March 10 that gave details to an earlier affidavit where he identified 35 policemen and other law enforcement personnel who he claimed had received protection money from the Berya group, one of the drug syndicates operating in the province.
Se帽oron welcomed the investigation but questioned the manner of his relief, saying he did not receive any explanation from his superior officers.
鈥淚 am not contesting the legality of my relief, just the manner in which it was done. I am not hiding anything,鈥� he said. 鈥淢y performance has been good. Everybody knows who is behind Serenio,鈥� he said.
In his supplemental affidavit, Serenio reiterated his claim that Se帽oron received P1.2 million monthly from drug lords in the province.
Serenio also accused Se帽oron of receiving protection money from slain suspected drug lord Melvin Odicta when Se帽oron headed the Regional Intelligence Unit of the Western Visayas regional police in Iloilo City.
鈥淲e have also received previous information of their (six policemen) involvement in drugs but no one was brave enough to [issue] a statement,鈥� Gumban said. 鈥淭his time Serenio was brave enough to do so,鈥� he added.
Lack of witnesses
Some of the allegations against Se帽oron cropped up five years ago but no investigation was held due to lack of witnesses, Gumban said.
Police arrested Serenio on Jan. 7 for grave coercion and illegal possession of firearms and explosives. Serenio was initially detained at the Talisay City police station.
But citing security reasons, the Bacolod City Regional Trial Court Branch 54 ordered his commitment to the Pulupandan town police station 鈥渦nder the care and custody鈥� of Pulupandan Mayor Miguel Pe帽a and his father, Moises Padilla Mayor Magdaleno Pe帽a, a consultant of the Philippine Drug Enforcement Agency.
Serenio was released after posting bail recently. 鈥�CARLA P. GOMEZ
