Later, the lawmaker appeared to wrap his arms around the neck of Lito Sumpay, a member of Task Force Kalikasan who accompanied Camarines Sur Representative Luis Raymund “LRay” Villafuerte to the police station.

Before leaving, Andaya added: “Aabangan kita pare (I’ll be watching you).”

In an interview, he did not deny the incident but claimed that the video was “spliced.”

He claimed that the incident stemmed from the issue on the provincial government’s intention to forcibly confiscate farmers’ lands in Barangay San Agustin in Pili, Camarines Sur.

The lands were covered by the P3.4-billion Naga Development Airport Project, which was approved by the Department of Transportation and the National Economic Development Administration.

Villafuerte told the Inquirer he will file administrative and criminal complaints against Andaya as well as a disbarment case at the Supreme Court. These will allegedly be added to the corruption case Andaya is now facing at the Sandiganbayan for the Malampaya fund.

“He (Andaya) is a violent person and the aggressor,” he said.

Andaya, however, said that the two of them can just settle the issue personally. Early this month, he announced his intention to run against Villafuerte’s son, Miguel Luis, the incumbent governor of Camarines Sur. /ee
