{"id":1040650,"date":"2018-10-09T13:46:22","date_gmt":"2018-10-09T05:46:22","guid":{"rendered":"https:\/\/newsinfo.inquirer.net\/?p=1040650"},"modified":"2018-10-09T14:11:10","modified_gmt":"2018-10-09T06:11:10","slug":"congress-recalls-coco-levy-bill","status":"publish","type":"post","link":"https:\/\/newsinfo.inquirer.net\/1040650\/congress-recalls-coco-levy-bill","title":{"rendered":"Congress recalls coco levy bill"},"content":{"rendered":"<p><iframe title=\"Congress recalls coco levy bill\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/uCk5LWlY6Cs?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">To avert a possible veto of President Rodrigo Duterte, Congress has decided to recall the coco levy fund bill, which had been ratified already by both the Senate and the House of Representatives.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Senate Majority Leader Juan Miguel Zubiri disclosed that the bill should have been up for Duterte\u2019s signature on Monday but it was suddenly removed from the agenda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThat was number one in the agenda and we found out the President and the Office of the President removed that measure,\u201d Zubiri told reporters on Tuesday.<\/span><\/p>\n<p><b>READ: <\/b><a href=\"https:\/\/newsinfo.inquirer.net\/1026239\/senate-ratifies-coco-levy-fund-bill\"><b>Senate ratifies coco levy fund bill<\/b><\/a><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPag tanong namin, ang balita sa amin (When we asked, we were told): \u2018Sir there\u2019s a possibility that he would veto the measure today,\u2019\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zubiri said he then immediately requested an emergency meeting with the President around 6 pm Monday.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the Majority Leader, Zubiri said he offered to recall the bill and reconstitute the bicameral conference committee to reconsider the measure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He said the two \u201cmajor\u201d issues that need to be addressed in the bill would be the composition of the council that will manage the fund of the transfers, and the P10-billion Rice Competitiveness Enhancement Fund.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Majority of the council, he said, should be composed of heads of government offices while the P10 billion fund should not be \u201cperpetual.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAyaw na ayaw po ng DBM (Department of Budget and Management) at DOF (Department of Finance) na walang sunset provision yung P10-billion na rice fund\u2026\u201d Zubiri said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(The DBM and the DOF don\u2019t want the P10-billion rice fund to not have a sunset provision.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cGusto nila may sunset provision. Ilang taon ba, dalawang tao, limang taon? Pero hindi pwedeng perpetual na ire-release sa mga magsasaka,\u201d he added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(They want a sunset provision. How many years; 2 years, 5 years? But it can\u2019t be perpetually released to the farmers.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zubiri said the bicameral committee will meet at 6 pm this Tuesday and they hope to approve and ratify the measure before Congress goes on recess on Wednesday.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s either we amend it or it\u2019s lost,\u201d the Majority
