MANILA, Philippines — As Malaca\u00f1ang keeps silent on the country\u2019s first Nobel Peace Laureate, the Senate, too, is divided on whether or not to give Rappler CEO Maria Ressa its highest honor\u2014the Senate Medal of Excellence\u2014the Inquirer learned on Sunday.<\/p>\n

Majority Leader Juan Miguel Zubiri and Minority Leader Franklin Drilon gave conflicting interpretations of a Senate resolution conferring the chamber\u2019s highest award on Filipinos of outstanding merit, including winners of the Nobel Prize, the Pulitzer Prize, the A.M. Turing Award, the Ramon Magsaysay Award, or the Olympics.<\/p>\n

In messages to the Inquirer, Drilon insisted that Ressa, who was cited by the Norwegian Nobel Committee for her courage in standing up to the Duterte administration and its attacks on press freedom, should \u201cautomatically\u201d be given the award once the Senate resumes its session on Nov. 8.<\/p>\n

It\u2019s \u201cautomatic per [the resolution]. Debates will also confirm my interpretation,\u201d he said.<\/p>\n

But Zubiri told the Inquirer that per Drilon\u2019s own amendment to Senate Resolution No. 110, which created the Senate medal, the matter should be put to a vote and require unanimity among the members.<\/p>\n

That could be a tall order considering the presence of President Duterte\u2019s allies in the 24-member chamber.<\/p>\n

1st PH Nobel Prize<\/h2>\n

Ressa is the Philippines\u2019 first Nobel Prize winner but the recognition, far from bringing glory to the government, only shone a harsh light on its attacks on Filipino journalists and critical media organizations, including Rappler, which is facing multiple legal battles, and ABS-CBN, which was shut down for lack of a congressional franchise in May 2020.<\/p>\n

\u201cIt does place the Duterte administration in a very awkward situation considering how it has repeatedly attacked Rappler and filed all sorts of bogus cases against her,\u201d Sen. Francis Pangilinan said.<\/p>\n

But the Senate apparently is also ambivalent about Ressa\u2019s Nobel win.<\/p>\n

While saying he believes any Filipino Nobel winner deserves the Senate\u2019s recognition, Zubiri invoked the \u201capproved rules\u201d for the conferment of the award.<\/p>\n

\u201cWe can take this up when we get back in November. [The conferment on Nobel winners] should have been automatic; however, there is a Drilon amendment that states it\u2019s upon the unanimous vote of all members, so if nobody objects then it is automatic. That\u2019s in the approved rules,\u201d he said.<\/p>\n

But Drilon cited the wording of the resolution, which clearly states that the Senate medal shall be \u201cconferred upon Filipinos who are awarded the Nobel Prize, Pulitzer Prize, the A.M. Turing Award, the Ramon Magsaysay Award, or an Olympic medal.\u201d<\/p>\n

An Aug. 24 press release of the Senate also said the measure \u201cautomatically confers\u201d the Senate medal on Filipino recipients of the Nobel, Pulitzer, Turing and Magsaysay award, or an Olympic medal.<\/p>\n

Unanimity insisted<\/h2>\n

Senate President Vicente Sotto III, who agreed with Zubiri\u2019s interpretation, said a Senate medal for Ressa would not sail smoothly.<\/p>\n

\u201cThen it will have difficulty because based on our agreed rule, there must be unanimity before any conferment of the Senate medal of excellence,\u201d he told the Inquirer in a Viber message.<\/p>\n

Amid the Palace\u2019s radio silence on Ressa\u2019s Nobel Peace Prize win, Vice President Leni Robredo said she hoped Filipinos could appreciate the \u201cweight\u201d of the country\u2019s first-ever Nobel laureate.<\/p>\n
