The Cebu City Council is reviewing\u00a0 the composition of and budget for special bodies under the office of the mayor.<\/p>\n
Vice Mayor Joy Augustus Young said the councilors want to stop\u00a0 the sending of proxies instead of appointed members to the meetings of the city\u2019s 62 commissions, boards and councils.<\/p>\n
\u201cThe reason these persons are\u00a0 there is because of their knowledge,\u201d Young said.<\/p>\n
\u201cThis (sending representatives) has to be changed because it defeats the purpose of the ordinance when you only send somebody else to attend the meetings on your behalf.\u201d<\/p>\n
He said many commissions are not working\u00a0 because members, many of whom sit on different board, are not really interested.<\/p>\n
\u201cWe should put there people who are interested,\u201d the vice mayor said.<\/p>\n
Councilor Margot Osme\u00f1a said the council will also look into the honoraria of commission members, who mostly receive P500 for attending meetings.<\/p>\n
Young said members assigned to\u00a0 technical commissions like the People\u2019s Law Enforcement Board (Pleb) and who have more work\u00a0 should be given\u00a0 a bigger honorarium.<\/p>\n
Mayor Michael Rama now heads 16 of\u00a0\u00a0 22 special bodies that were revamped.<\/p>\n
\u201cHow can you attend to all that?\u201d Young said.<\/p>\n
\u201cIf he (Rama) wants to chair all those (commissions\/committees), good riddance to him.\u201d<\/p>\n
Councilor Nida Cabrera, chairperson of the council\u2019s environment committee, said she is worried about the effects of the revamp on members of the Cebu City Solid Waste Management Board who come from people\u2019s and nongovernment organizations.<\/p>\n
She said a revamp may affect their preparations for Rama\u2019s plan to shut down the Inayawan Sanitary Landfill on Oct. 1.<\/p>\n
Tessie Fernandez of Lihok Filipina, the Cebu Chamber of Commerce and Industry and the barangay Luz association, which promotes recycling, were removed from the board and replaced by Treasurer Island Packaging, Wilson Tan\u00a0 from the recycling industry and lawyer Gloria Ramos.<\/p>\n
Cabrera said she and the\u00a0 former board members already\u00a0 planned where to divert the city\u2019s wastes and what to do with wastes that remain in the landfill.<\/p>\n
\u201cThe problem now is how to implement since there are new board members,\u201d Cabrera told Cebu Daily 黑料社.<\/p>\n
Asked how changes in the composition of special bodies would affect the city\u2019s programs, Rama said \u201cthat will be my responsibility.\u201d<\/p>\n
\u201cAppointing somebody you trust is important… and they should be doing their jobs,\u201d Rama said.<\/p>\n
He said his chairmanship of the special bodies and assignment of representatives is provided for in the\u00a0 ordinances that created the commissions.<\/p>\n
Rama also defended his decision to name his political supporter businessman Renato Mercado as representative in the Cebu City Mining Regulatory Commission and the Cebu City Community Scouts Commission.<\/p>\n
Mercado replaced Councilor Augustus Pe Jr. as head of the mining commission.<\/p>\n
Rama said Mercado was in the best position to lead the mining commission because he lives in the uplands where mining operations are conducted.<\/p>\n","protected":false},"excerpt":{"rendered":"
