On July 17, 1581, Governor General Ronquillo de Peñalosa wrote to King Philip II to ask if Manila could be made the capital of the Philippines, it being the largest city with the biggest  population aside from being the best governed city in the colony. Peñalosa, who began his term as the fourth governor general of the Philippines in 1580, died on Feb. 14, 1583. Manila was declared the capital of the Philippines on Nov. 19, 1595. —Celine Dioticio, Inquirer Research
