Marcos Jr. signs Philippine Development Plan for 2023-2028

MANILA, Philippines — President Ferdinand “Bongbong” Marcos Jr. has signed an executive order (EO) approving and adopting the Philippine Development Plan (PDP) for the period 2023-2028.

The Presidential Communications Office (PCO) announced the plan on Monday, saying it would serve as the country’s road map to economic recovery.

Under EO No. 14, signed January 27, the development plan “aims to “bring back the country to a high-growth trajectory and, more importantly, enable economic and social transformation for a prosperous, inclusive, and resilient society.”

The PCO said that Marcos’ 8-Point Socioeconomic Agenda served as the foundation for the plan, which seeks to “reinvigorate job creation and accelerate poverty reduction while addressing the issues brought by the COVID-19 pandemic.”

The PDP 2023-2028 was earlier approved by the National Economic and Development Authority (NEDA) Board on Dec. 16, following Cabinet-level and technical inter-agency discussions and stakeholder consultations.

“We approved the Philippine Development Plan for 2023 to 2028, and this sets out the framework of the development plan for the Philippines, and we have included all of the priority areas,” Marcos said, as quoted by PCO.

“This will facilitate the coordination and the alignment of all departments and all agencies in government to a single plan so that we are all working in the same direction,” he added.

Specifically, the order mandates that the PDP 2023-2028 be adopted and disseminated by all national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, GCEs, SUCs, and LGUs.

They are also responsible for coordinating their division’s or company’s spending plans and initiatives with the PDP’s prioritized strategies and projects for 2023 through 2028.

By the end of the first quarter of 2023, the PCO said, the PDP 2023-2028 would have been fully formulated and updated annually or as needed by the NEDA.
