Support sought for bill giving more pay to civilians in uniformed services

MANILA, Philippines — Bicol Saro party-list Rep. Brian Raymund Yamsuan has called for the passage of a bill that seeks a salary increase for civilians in uniformed services.

In a statement on Tuesday, the legislator referred to the proposed Magna Carta for Non-Uniformed Personnel (NUP), or House Bill number 7891, authored by him and Camarines Sur 2nd district representative LRay Villafuerte.

Yamsuan said the measure is meant to show that civilian workers in uniformed agencies — like the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) — are cared for.

“Non-uniformed personnel work as partners in protecting the lives of the Filipino people. Their jobs are as valuable as their uniformed counterparts,” the legislative piece stated.

“Hence, this bill seeks to improve the social and economic well-being of all NUP, as well as to ensure that their rights are protected,” it added.

The measure was filed last May 9.

It is pending with the House committee on civil service and professional regulation.

The proposal was not acted upon during the first regular session.

The legislator hopes the measure will be passed into law when Congress resumes its session in late July.
