LTO hastens release of registration papers, license plates

The Land Transportation Office (LTO) on Friday said it has issued a memorandum reiterating the efficient and fast distribution of the Official Receipt/Certificate of Registration (OR/CR), the license plates and the Radio Frequency Identification (RFID) of newly bought motor vehicles.

Vigor Mendoza II, LTO chief and assistant secretary of the Department of Transportation, emphasized in his memo to all accredited manufacturers, importers, assemblers, dealers and other entities (Mairdoes), the need for them to observe the five-day rule in the release of the documents, the RFIDs and the license plates to the owners.

Mendoza directed the Mairdoes that the online submission of documentary requirements must be done in two days while the payment after approval of the new registration transaction must be done in one day.

Simplified process

He stressed the receipt of the OR/CR, licenses plates and RFID should be done within three days. He added the owners must be immediately informed of the availability of the OR/CR, RFIDs and the license plates for distribution.

鈥淲e already simplified the entire process in accordance with the LTO Citizen鈥檚 Charter in order to address the numerous complaints about the delay in the release of the documents and license plates,鈥 Mendoza said in a statement.

鈥淭he guideline has long been in place, the memorandum to the Mairdoes is just a reiteration that they must observe the fast transaction and release because it is the LTO that is taking the blame when in fact it should not,鈥 he added.

Mendoza also directed all Mairdoes to submit a bi-monthly report to the LTO as part of the agency鈥檚 monitoring process.

He warned of appropriate fines and penalties in case there would be a failure to comply with the provisions of the memo.

鈥淐ar dealers must release the OR/CR and the license plates within the prescribed time by the LTO. Our regional directors down to the district office heads must ensure the compliance of the dealers,鈥 Mendoza said.

He added the office of Transportation Secretary Jaime Bautista has been informed of the LTO action on the complaints of car owners.
