Based on Pagasa’s early Tuesday morning bulletin, Typhoon Carina-boosted southwest monsoon may bring moderate to intense rainfall in many areas of Luzon’s western portion.
Pagasa even hoisted Tropical Cyclone Wind Signal No. 1 in 10 areas of Luzon on Tuesday, as Carina kept its strength while crossing extreme Northern Luzon and moving toward Taiwan.

- Eastern portion of Isabela (Divilacan, Palanan, Maconacon, Dinapigue, Tumauini, Ilagan City, San Mariano, Cabagan, San Pablo, Santa Maria)
- Northern portion of Apayao (Calanasan, Luna, Pudtol, Flora, Santa Marcela)
- Northern portion of Ilocos Norte (Pagudpud, Bangui, Adams, Dumalneg, Burgos, Vintar)
- Northern portion of Aurora (Dilasag, Casiguran)

Pagasa said Carina was last spotted 380 kilometers east northeast of Tuguegarao City, Cagayan, packing maximum sustained winds of 130 kilometers per hour (kph) near the center and gustiness of up to 160 kph.
