2nd tranche of pay hike for civilian gov’t workers takes effect this Jan

Gov’t JO staff, contractuals get extra cash for holidays

MANILA, Philippines — Civilian government workers are set to receive the second tranche of their salary increase this January after Budget Secretary Amenah Pangandaman signed the circular outlining the adjustment guidelines.

The National Budget Circular No. 597 is in line with implementing the updated Salary Schedule for Civilian Personnel pursuant to Executive Order (EO) No. 64.

The Department of Budget and Management (DBM) made the statement in a press release on Wednesday.

The EO was signed by President Ferdinand Marcos, Jr., in August 2024, which mandates a four-tranche salary increase for civilian government workers to be implemented every January of the years 2024 to 2027.

“Sa pagpapatuloy po ng pangako ng ating Pangulo, ipatutupad po natin ngayong January 2025 ang pangalawang bahagi ng salary increase para sa ating mga kawani ng gubyerno,” Pangandaman said, as quoted in the press release.

(In continuation of the promise of our President, we will implement this January 2025 the second part of the salary increase for our government employees.)

“We hope that this second tranche will provide much-needed financial relief and allow our government workers to better support their families, invest in their futures, and enhance their overall quality of life,” she added.

The increase applies to all civilian government personnel in the executive, legislative, and judicial branches; workers in the constitutional commissions and other constitutional offices, state universities and colleges, and government-owned and controlled corporations (GOCCs) that are not covered by the Republic Act (RA) No. 10149  and EO No. 150, regardless of appointment status, whether regular, casual or contractual; appointive or elective; and on a full-time or part-time basis.

However, it does not cover the military and uniformed personnel, government agencies that are exempt from RA No. 6758, GOCCs under RA No. 10149 and EO No. 150, and individuals engaged in employer-employee relationships and funded from non-personnel services appropriations/budgets.

It also does not apply to student workers and apprentices and those persons whose services are engaged through job orders, contracts of service, or others in similar situations.

The amounts required for the salary adjustment shall be charged from the Miscellaneous Personnel Benefits Fund and any available appropriations under the 2025 General Appropriations Act, the DBM said.

For GOCCs covered by the circular, on the other hand, the amounts shall be charged from their corporate operating budgets, as approved by the DBM.
