MANILA, Philippines 鈥� Three weather systems are expected to bring cloudy skies and rains in parts of the country on Saturday (February 15), the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
According to the weather bureau鈥檚 morning forecast, there is a high chance of rain in the eastern section of Luzon, particularly in Batanes due to the shear line; as well as Cagayan, Isabela, Aurora and Quezon due to the easterlies.
The shear line is where the cold winds from the northeast monsoon (amihan) converges with the easterlies, which are warm winds from the Pacific Ocean.
鈥淔or Bicol Region, bago mag tanghali, mataas ang tsansa ng mga pag-ulan dahil din sa easterlies,鈥� weather specialist Benison Estareja noted.
(Before noon, the chances of rain are high also due to the easterlies.)
The rest of Luzon
Meanwhile, partly cloudy to cloudy skies are expected for the rest of Luzon, including Metro Manila, from Saturday morning to noon.
鈥淭hen, pagsapit ng hapon hanggang sa gabi, madalas makulimlim ang panahon at aasahan yung mga pag-ulan na usually nagtatagal ng isa hanggang dalawang oras,鈥� Estareja said.
(From the afternoon until evening, the weather will likely be overcast and rains are expected, which will usually last between one and two hours.)
鈥淪a Metro Manila, possible yung mga thunderstorms or yung mga pag-uulan between 2 to 5 p.m., gayundin sa mga nalalapit na lugar dito sa may Central Luzon and Calabarzon,鈥� the Pagasa weather specialist added.
(In Metro Manila, thunderstorms are possible or the rains between 2 and 5 p.m. This is the same case in the areas nearby here in Central Luzon and Calabarzon.)

Palawan and Visayas
Palawan and Visayas are expected to experience fair weather conditions, with clear or partly cloudy skies on Saturday morning.
鈥淏ut then, pagsapit ng hapon hanggang sa gabi, may mga times pa rin na magiging maulap at may tsantsa ng mga pag-ulan na pulo-pulo or yung saglit na thunderstorms, lalo na sa Panay at Negros islands,鈥� Estareja said.
(But then, come the afternoon until evening, there will still be times that the skies will be cloudy and there is a chance of rains that are isolated or quick thunderstorms, especially in the Panay and Negros islands.)
Mindanao
For Mindanao, the intertropical convergence zone (ITCZ) will likely bring rains over the southern portions of the island, particularly Davao Region, Sarangani, Surigao del Sur and Zamboanga Peninsula.
The ITCZ is where the winds from the northern hemisphere and southern hemisphere meet.
Meanwhile, there is a high chance of rain before noon in some parts of Mindanao, including Basilan, Lanao provinces, Maguindanao provinces, Misamis Occidental and the rest of Soccsksargen.
The rest of Mindanao is forecast to experience partly cloudy to cloudy skies for Saturday, with isolated rain showers likely in the afternoon and evening.
No cyclones monitored and no gale warnings were issued.
There are no tropical cyclones seen within the Philippine area of responsibility (PAR) that will affect the country.

No gale warning was also given over the country鈥檚 seaboards.
However, Pagasa did warn of moderate to rough conditions in the waters of Northern Luzon, with waves reaching between 1.5 and 2.8 meters.
The seas in the rest of the country will have light to moderate conditions, with waves reaching between 0.6 and 2.5 meters.
