Draft measure seeks ban of schools’ no-permit-no exam policy

MANILA, Philippines—A proposed ordinance in Manila seeks to ban the no-permit-no-exam policy at all private and public schools in the city.

The draft ordinance filed by Councilor DJ Bagatsing  notes that aside from the “skyrocketing tuition” and  miscellaneous fees, schools also marginalize poor  students who have not paid their fees by prohibiting them from taking periodical examinations.

Universities, colleges and other educational institutions should allow these students to take the test, but they could withhold the release of grades and clearances until the financial delinquencies are settled, the measure proposes.

Violators will be fined P5,000 and subsequent violations may give rise to cancellation of business permit, permit to operate or other similar privileges.
