MANILA, Philippines—The former chief of staff of Senator Jose “Jinggoy” Estrada who is also charged with plunder in connection with the pork barrel scam is already out of the country, the Bureau of Immigration confirmed Wednesday.

Immigration records showed that Pauleen Therese Mary Labayen flew out of the country before the Sandiganbayan issued the hold departure order.
