MANILA — The Department of Justice (DOJ) will start on Dec. 20 its preliminary investigation of Supt. Marvin Marcos and 22 other members of the Criminal Investigation and Detection Group Region 8 (Eastern Visayas) for the killing of Albuera, Leyte Mayor Rolando Espinosa Sr. and his cell mate Raul Yap in a sub-provincial jail in Leyte last Nov. 5.
The five-member DOJ panel led by Senior Assistant State Prosecutor Lilian Doris Alejo has scheduled two hearings – December 20, 2016 and January 8, 2017 – for the preliminary investigation of the complaint filed by the National Bureau of Investigation (NBI) which claimed that CIDG team murdered Espinosa and Yap contrary to their claim that it was a shootout.
The panel issued subpoenas for Marcos and 22 other CIDG 8 members to appear in the two hearings would open at 10 a.m. at the DOJ Multi-purpose Hall.
