August was declared Sight Conservation Month under Proclamation No. 40 signed on July 5, 1954, by President Ramon Magsaysay. The proclamation also calls for a continued educational campaign nationwide to prevent blindness. Latest data from the Department of Health showed there were around 592,000 blind people and two million with moderate or severe visual impairment in the country in 2011. —Marielle Medina, Inquirer Research
